Terms of Reference (TOR) for Network Engineer

Position: Network Engineer
Location: Thimphu, Bhutan

Job Description:

The Network Engineer will be responsible for the design, implementation, operation, and maintenance of the organization’s IP/MPLS, BGP, and firewall-secured networks. The role requires expertise in routing, switching, security, and project leadership to ensure high availability, performance, and security of the network infrastructure.

Key Responsibilities:

1. Network Operation & Maintenance

  • Operate and maintain a BGP-routed network with multiple upstream peers and transit providers.
  • Monitor and troubleshoot routing protocols (BGP, OSPF, EIGRP)and ensure optimal path selection.
  • Manage and maintain firewalls (Cisco ASA, FortiGate, Palo Alto, etc.)for security policies, VPNs, and threat prevention.
  • Perform network performance tuning, capacity planning, and latency optimization.
  • Ensure 9%+ network uptime through proactive monitoring and fault resolution.

2. Network Design & Implementation

  • Design and deploy scalable, secure, and high-performance network solutions(LAN/WAN, Data Center, ISP Core).
  • Configure and optimize Cisco/Juniper routers, switches (L2/L3), and load balancers.
  • Implement network security policies, ACLs, VPN, and Zero Trust frameworks.

3. Configuration & Troubleshooting

  • Hands-on experience in configuring:
    • Routers: Cisco ASR/ISR, Juniper MX.
    • Switches: Cisco Catalyst/Nexus, Juniper EX.
    • Firewalls: FortiGate, Cisco Firepower.
  • Troubleshoot Layer 1 to Layer 7 issues(fiber, copper, routing, NAT, VPN, DNS, DHCP).
  • Perform packet capture analysis(Wireshark, tcp dump) for deep network debugging.

4. Team Collaboration & Documentation

  • Work closely with NOC, SOC, and Systems teams for cross-functional issue resolution.
  • Maintain network diagrams, SOPs, and change management logs.
  • Conduct knowledge-sharing sessions for junior engineers.

5. Project Leadership

  • Lead network upgrade, migration, and expansion projects.
  • Coordinate with ISPs, vendors, and internal stakeholders for seamless deployments.
  • Ensure projects are delivered on time, within budget, and with minimal downtime.

Qualifications & Skills:

  • Bachelor’s degree in Computer Engineering, IT, or related field (or equivalent experience).
  • 3+ years of hands-on experience in BGP, MPLS, and firewall-secured networks.
  • Proficiency in:
    • BGP (peering, route filtering, communities).
    • Firewall policies, VPNs (IPSec, SSL), and NAT.
    • Switching (VLANs, STP).
    • Network monitoring (SolarWinds, PRTG, Grafana).
    • Knowledge of fiber optics, DWDM, and ISP backbone operations.
    • Willingness to work in the field and travel within project sites.

Remuneration and Benefits:

For Freshers

  • Basic Pay: 22,345.00
  • Corporate Allowance: Nu. 12,045.00
  • Employer Provident Fund Contribution: 2,234.5.00
  • Gross Pay: 36,624.50

For Experienced 1 – 3 Years

  • Basic Pay: 24,345.00
  • Corporate Allowance: Nu. 17,430.00
  • Employer Provident Fund Contribution: 2,434.5.00
  • Gross Pay: 44,309.50

For Experienced 3 – 5 Years

  • Basic Pay: 27,915.00
  • Corporate Allowance: Nu. 18,685.00
  • Employer Provident Fund Contribution: 2,791.50
  • Gross Pay: 49,391.50

Other Allowances as per the Service Rule Book of the Company.
